Hey, y'all, this forum's been awfully quiet for a while, and I know just the thing to spice things up: another forum RPG(insert laugh track here)!

I'm sure everyone's a veteran at these things already, so I'mma just get down to the details of what this time's is all about.

Rules:

Freestyle, as usual. Uncertainty will be resolved using arbitrary dice rolls.

PC's have two lifelines in the event of imminent fatality. What this means is that if an fatal outcome is reached at any point for a PC, the first two times will be adjusted to a nonlethal alternative that will not lead to certain death immediately down the line(like getting knocked out instead of dying when surrounded by enemies).

Players should also post at least once a week, those who don't will see their characters acted out on their behalf by the GM(me).

Setting:

It is the Imperial Year 3235, or Agien Year 1490 as the northern barbarians would call it.

The empire Shorgee had experienced over three millennia of inward looking stability and prosperity under the leadership of the Five Imperial Houses. The empire had thought itself to be invincible and immaculate, but its pride was shattered thirty years ago by visitors from across the Northern Ocean at the war of Crystal Sheer, and several of its port cities colonized as "free trade zones" by various international powers.

You work as a police officer in one of such port cities, the city of Mansiil, once considered the Pearl of the North for its sophisticated splendor, and now a hive of wretched greed.

However, that is merely your cover. Your real identity is a member of the Imperial Hand, a glorious organization that does the direct bidding of the Emperor. 

There have been recent reports rampant human trafficking in the city, and you are sent to investigate. Certain merchants, corrupted by foreign influence, have been selling their countrymen to the foreigners, and you are to put a stop to this. The empire will certainly rise again, and the barbarous invaders will get their comeuppance, but in the meantime the influence of these foreigners must be held in check lest our people fall for or to their decadent ways.

Special Mechanics:

The world is like 18th century earth except magic is a common occurrence in every day life.

Certain gifted individuals, colloquially referred to as Magi, can attune to elements or concepts and produce supernatural effects with the aid of meditation, rituals, and material sacrifice(costs and effects will be up to player choice and GM discretion if player chooses to play a Magi), and such individuals have long occupied the upper crust of Shorgee society.

The foreigners of the North have been able to improve upon this process with their Grafts, in which any individual that has the potential to be attuned can have magic formations grafted into their bodies for direct, low effort activation of magic, and have been able to develop a material called the Crystal Sheer which can be used as a universal catalyst for magic.

The brightest Magi of the empire have been attempting to develop their own Graft technology over the last thirty years, and have been met with limited success. The most notable feature of the Shorgee grafts are its high fatality rate.

Character Creation:

A character within the realm of earth human capabilities physically, with maybe a magical ability if you so wish.

Alright, for the benefit of the masses(?) an example template of an appropriately scaled magical ability is as follows:

Attunement: Salty Gamer Tears

This individual has managed to attune themselves to the concept of impotent rage, allowing them to affect the emotions of humans within a 10 meter radius.

By taking 10 seconds to clear their mind, and eating a painfully spicy chili pepper afterwards, this individual can instill any surrounding people with an overwhelming sense of having been wronged, causing their eyes to cloud up with salty tears, and their judgement to be affected their emotional imbalance.


Also, an addendum to the rules:

PC's can pick two areas of expertise and one area of deficit for their characters. PC's will be assumed to have the level of competence of a trained warrior in areas of physical exertion, and average human ability in all other matters.

Literacy is assumed, unless you wish to make that your deficit.

So here's some additional information about the foreign powers.

Dflen: The land of funny hats. A materialistic culture who likes their hats fancy, and decorates their hats with all their finery. Their people are marked by excellent shoulder and neck strength to support their most prized possession. Noted for their mercantilism and machining.

Alurlab: The land of weird swords. The number of swords that an Alurlab person wore on their person indicated their station in life, and the number and variety in their general possession indicated their wellbeing. There has been a terrible inflation in the sword count etiquette in recent years, however, and Alurlab royalty are expected to wear upwards of twelve swords on ceremonial occasions. Surprisingly adept at the natural sciences.

Lense: The land of audacious speech. The people of Lense like to speak loudly and pompously and are regarded as noisy by the people of other nations. To speak softly or discretely in Lense is a sign of duplicity, and is viewed as something that only schemers do. Their armies and warriors have unflinching morale, and their engineers an excessive exactness.

All three are rivals to one another in the international scene, and have a presence in Mansiil, although the Dflen presence is greatest, and Mansiil is generally viewed as their territory.

Also, about your home of Shorgee:

Shorgee is a land of culture and refinement, they have the finest entertainment, philosophy, and food throughout the world(?). Their most representative activity is drinking tea, but oh, no, did you think they just drank boiled leaves?

No, they are past drinking boiled leaf water, in fact the people of Shorgee put everything that is not hazardous, and some even mistakenly put stuff that is, into their drinks.

It is the sign of a profoundly cultured individual to be able to brew a tea that no one else could discern the ingredients to, but nonetheless found pleasant. For the past five hundred years, competitive tea brewing has been an imperially sanctioned sport and yearly, the winner even gets a position in the imperial bureaucracy as the master of tea!

Alright, it looks like the gang is gathered, so let the games begin.

Imperial Year 3235, 15th day of the Algeree Cycle

It is only very early in the morning, but the streets of Mansiil are already bustling with activity. Like ants, the people file through the meticulously planned streets, the colorfully diverse, and yet harmoniously terracing buildings forming the inner cordons of labyrinthine city.

Those who were alive thirty years ago, when Shorgee lost the war, would tell you that the Mansiil has become unruly and crass, having lost it's precious stoic elegance, but for those born in more recent years, this was how Mansiil always was and will be in the foreseeable future.

A block away from both the commerce district and docks, the two busiest places in all of Mansiil, sat an ostentatious building that stood out from all its storefront neighbors. Above its fancily sculpted front doors was a sign emblazoned in four different languages, all reading "Mansiil Constabulary, Section 6" or something similar to that affect, belying, or perhaps compensating for its delicate position and lack of real authority.

It is here, in one of the lavish meeting rooms, that a delegation of odd gang of individuals with no regard for the Mansiil police officer dress code has gathered.

An older looking gentleman with a short cropped beard, dressed in beige robes.

A handsome young man with a head of messy hair.

A suave looking young man with a pompadour, the traditional hairstyle of Shorgee schoolchildren.

A perpetually tired looking middle aged man with deep bags under his dead, dead eyes.

A tanned young lady with features slightly sharper than the average Shorgee citizen.

And a sensual looking young woman wearing full makeup, and a progressive, stylish foreign perm.

A bookish and demure young woman wearing a bifocal monocle.

And a seasoned looking dame with pepper colored hair.

The dame, the direct superior of such a ragtag group of unlikely officers, Vice Apprehensor Guin Aimee leafs through a pile of documents before addressing the group with her usual stern demeanor.

"Another disappearance, without a trace. The fifth time this month, and that's just in the section under our jurisdiction. This time, however, the Sight Seer was able to obtain a murky vision, which we ascertained to be of Boffry's Mineral Excavation Bank. The problem is that BMEB is a Dflen enterprise, and by stipulations of the treaty, we have no jurisdiction over them to investigate their activities.

The official course of things would be to report this to the higher ups and attempt to take care of things diplomatically, but we all know how that typically goes. Any ideas?"

(You all know Guin Aimee is a member of the hand, and all report directly to her, but are not certain of the membership of your fellows, despite the metagaming implications of being player characters)

Waitress at Leburee Rotisserie, Restaurant District, Section 6.

Last seen on 13th of Algeree by coworkers.

Did not appear the next day, leading to her friend Wanmi Rufu to visit her place of residence, finding that everything had been left as if she did not return home that day.

Interviews with several witnesses on typical route home that day recall her entering her residence and never coming out.

Attached is a intricate charcoal sketch of a pretty girl with accented eyebrows and a bunch of freckles near her cheeks.

With a hand on his hip and the other on the table he declares: "Oh no, I'm not brave enough for politics. This mineral bank, is it a public facing entity? Perhaps we could approach them not as investigators, but under the guise of prospective customers or business partners."

"Remind me, are there any patterns to the five recent disappearances this month? They are all Shorgee citizens, of course, but what of their age, gender, and race? Did they all work in the service industry?"

"And, maybe I'm being forgetful, but how does the Sight Seering work? Does the seer get a vision of a location their person of interest has been?" She wiggles her eyebrows and taps her foot to an imaginary beat.

"If we're putting on another guise, we'll have to go over our backstories. How about you and I go undercover as a couple."

The eyebrow wiggling intensifies.

Guin taps her finger on the desk while considering the gentleman's proposal:

"They do do business with the general public, but if we approach as business partners the most we might get access to his their everyday financial dealings. It would be quite suspicious if we proposed to join them on their possibly more sinister activities, provided they are indeed related to the disappearances, unless we had some sort of inside person to introduce us."

To Simpette she replies:

"There have been one male and four female people of Shorgee to disappear this month, all between the ages of 12 and 30. The age range seemed to be the trend last month as well. The details of the Sight Seer's abilities are confidential, even to me. All I know is that they are able to see 'collisions of person and fate', which typically means any important entity vital to the subject of interest's survival or mental wellbeing."

"They all seem to be from the laborer classes, live by themselves or with very few other people, and while one young woman had a mild gambling addiction, the rest are citizens of good standing with no notable superficial peculiarities in their lifestyle.

I suppose it does warrant further investigation if we wish to find the link between these individuals, if the perpetrator is indeed a single entity, and has some sort of hidden pattern to their kidnappings."

Simpette makes a quick note of the surrounding levels of lust:

The handsome young man and Patrick are showing a mild interest (correct me if I'm wrong and you think this is OOC), the rest are barren of indecent thoughts at this serious juncture. Especially Guin, who radiates an aura so frigid, it could give a metaphysical frostbite. Perhaps her husband is someone who deserves of pity, if she had one in the first place.

"I'd posit that there should be a link between the kidnappings; whether through their relationships or otherwise. There should be a purpose for the kidnappings, whether they're being trafficked to be sold or used in some sort of experimentation. Even if the intention was to pull off random people from the street, the aggressors, unless the perpetrator or perpetrators are stupid, will try to cover their tracks as best as possible and keep from alerting the authorities: us. Since they have picked people that were able to pretty quickly be identified as missing, this probably isn't the case. I don't think we should skim over potential relationships so quickly and jump straight to looking. The more we know of their motivations and machinations, the better we can predict their next moves and hit them where it hurts."

Rick turns to Fu Xuan with his hands and slightly bows.

"I didn't mean to dismiss your question about shell companies, just wanted to establish my take on the priority of our actions."

Simpette tries to recall what the lavish meeting room looks like, and the layout of the rest of the constabulary.

She gets up and smooths her skirt. "I agree with Patrick, we may find more links between the previous victims: like the last place they were seen, for example. We know that this most recent victim was last seen entering her home, so that would be an obvious place to start looking for clues. If it appears she was somehow spirited away, then we can assume a magi is involved. We could also ask her friend some more questions."

She then walks off to go get water, wherever that is.

"I suppose it would not hurt to examine the victim's home ourselves, though we ought to pay the BMEB a visit at some point. The Seer witnessed that place for a reason."

The young woman with a monocle, Adjustor Lirus Fanklii, adjusts her monocle, which sheds a blinding glint in the morning sunlight streaming from the window.

"You newcomers probably do not know, but Sir Stroopwafel's current state is natural for him, so there is no need to worry, although while you're at it, could you also get a cup for me as well?

As for shell entities, we are able to access the resources and documentation of the North Boreani Metallurgical Institute, a nominal autonomous subsidiary of the newly formed North Boreani Coal and Steel Company. We must be careful when using these resources, though, lest it become a great waste to the state."

The handsome young man, Enoby's disciple and page, Sana-Kin Kaiwaka furrows his brows with troubled doubt:

"Master, would it not be easier to just perform a reconnaissance in force? The barbarians may have their gadgets and grafts to best us in the field of organized battle, but they are only bankers, and perhaps the occasional hired thug. Our skill with the blade will surely be able to make short work of any who discover us."

"Patience, young Kaiwaka. Our weapons are not toys to be flung about on a whim." Kobe-Juan addresses the group. "Here is the plan: We will go to Maf Dili's abode, and should we find nothing new, which I highly suspect will be the case, let us proceed to the mineral bank using the cover of the Boreani Institute. While there we shall peacefully observe the facility, taking note of the staff, structure, and entrances, so that we may return later under cover of night for a more invasive probe, where we may then employ more violent means without the restriction of maintaining a cover story."

Fu gives the young man a deadpan look. "Only an idiot would charge in without knowing what's inside, especially when there could be hostages. I agree with the plan to map out the area during the day, possibly over the course of a couple so we can get a better grasp of the area and it's guard patrols. And if we do decide to go in, make it look like we're robbing the place so we don't cause an international incident"

She subtly brushes up against Patrick and Kaiwaka as she hands them the water, lingering just a moment too long for it to be accidental.

"I happened to be within earshot as Kobe-Juan was proposing an order of action. It sounds fantastic...but before we move at all, we should hear more about the previous victims. Surely we have more detailed dossiers for them as well?"

Osein motions for a glass of water. He takes out a hip-flask and takes a gulp of some unidentified liquid. As he grabs the glass of water, it turns a dark amber color.

"Ah, perfect, just what I needed."

He downs the glass in one gulp. He looks much more focused.

She hands the group a stack of papers.

Jonis Jorgi, male, aged 21. Extremely tall, approximately 195 cm.

Dock worker, lives alone. Father died and mother disappeared when young.

Last seen on 6th of Algeree by coworkers, did not show up at work the next day.

On the night of his disappearance, he is reported to have told his fellow worker and friend Smoki Bron that he needed to go buy cigarettes, only to not return.

The cigarette vendor that Jonis and Smoki frequent does not recall selling Jonis any cigarettes that day.

Included is a sketch of an extremely muscular young man with chiseled visage and a slight grimace.

Lives in communal housing arrangement with five other female housemates. One such housemate Wallis Din, who has a habit of night eating reportedly heard a faint scratching sound on the night of Mimosha's disappearance which persisted for about a minute.

Included is an average looking young woman with an impressionable mole on her left jaw.

On the night of her disappearance on 2nd of Algeree, she is reported to have left the shop after work without telling coworkers where she was going.

One such coworker, Debi Doner, revealed, however, that Simpette was a frequent customer of the Golden Goose, a Dflen run casino in Section 5.

The employees of the casino have refused to comment, but several other frequent customers have mentioned they have seen a person looking to be Simpette that night at the casino.

Included is a sketch of an attractive but torpid looking woman with her hair done up in a bun, and wearing an older fashioned floral print dress.

Her eyes go wide as she notices the glass of water she handed Osein turn a dark amber color.

"Oh my, that was marvelous! What sort of magic is that? Or was it a clever parlor trick?"

He burps unashamedly.

Patrick narrows his eyes at the blanket statement about women, but quickly returns to a neutral expression.

"I can't discount the possibility of sorcery, but seems very unlikely that in every case they were seen going somewhere prior and that no one was magically 'vanished' in front of an audience. Even in the event of sorcery, I believe the victims were enticed or blackmailed to get out of sight first; otherwise we would have more information than we do now.
