Tomoe finds that while the Ruler class provides little in the way of direct combat advantage, it does not need combat experience to train and progress in, and possesses unique features for which the others have no equivalent. She also learns of the existence of a class skill that she should have been granted at Bronze rank but is absent from her current status: <God's Resolution>. Perhaps it might be unlocked through some action that "exemplifies" the ability, or the class in general.
