The Celestial Empire of Luw:
The celestial empire is a bureaucratic empire which selects its leader, the Great Roller, based on gambling skill. Whenever a Great Roller dies, a nationwide gambling tournament is held in the name of the crown, and the winner is crowned the new Great Roller. Of course, even when a Great Roller is alive, he or she can be challenged for his or her seat, but the punishment for failure is death.
All of the other administrative officials are appointed in a ladder structure, but any problems that the empire may have are relegated to the Great Roller, by which they may challenge Ru to mystically resolve their situation. The Great Roller is checked by the council of five, the leaders of five of the most ancient noble houses of Luw, and in times where the Great Roller is negligent of their duties, will challenge the Great Roller to a gamble to depose them.
