It is only very early in the morning, but the streets of Mansiil are already bustling with activity. Like ants, the people file through the meticulously planned streets, the colorfully diverse, and yet harmoniously terracing buildings forming the inner cordons of labyrinthine city.
Those who were alive thirty years ago, when Shorgee lost the war, would tell you that the Mansiil has become unruly and crass, having lost it's precious stoic elegance, but for those born in more recent years, this was how Mansiil always was and will be in the foreseeable future.
A block away from both the commerce district and docks, the two busiest places in all of Mansiil, sat an ostentatious building that stood out from all its storefront neighbors. Above its fancily sculpted front doors was a sign emblazoned in four different languages, all reading "Mansiil Constabulary, Section 6" or something similar to that affect, belying, or perhaps compensating for its delicate position and lack of real authority.
It is here, in one of the lavish meeting rooms, that a delegation of odd gang of individuals with no regard for the Mansiil police officer dress code has gathered.

A bookish and demure young woman wearing a bifocal monocle.
And a seasoned looking dame with pepper colored hair.
The dame, the direct superior of such a ragtag group of unlikely officers, Vice Apprehensor Guin Aimee leafs through a pile of documents before addressing the group with her usual stern demeanor.
"Another disappearance, without a trace. The fifth time this month, and that's just in the section under our jurisdiction. This time, however, the Sight Seer was able to obtain a murky vision, which we ascertained to be of Boffry's Mineral Excavation Bank. The problem is that BMEB is a Dflen enterprise, and by stipulations of the treaty, we have no jurisdiction over them to investigate their activities.
The official course of things would be to report this to the higher ups and attempt to take care of things diplomatically, but we all know how that typically goes. Any ideas?"
